Why Do I Need To Appoint A Health and Safety Competent Person?

Every Safety Services package starts with a SafetyNet™ audit to evaluate your current position. The Management of Health and Safety at Work Regulations 1999 under Reg (7) requires each employer to appoint at least one health and safety competent person to assist in health and safety management.

Depending on which level of service you engage with, via a series of visits by your assigned Health and Safety advisor, we will produce a Health and Safety report. This will set out management actions, training, and statutory notice requirements.

What Is SafetyNet™ And Why Is It Important?

Our SafetyNet™ Service provides access to the tools and advice you need for your Health and Safety competent person to manage your Health and Safety effectively.

Every employer is required under law to appoint at least one Health and Safety competent person to assist them in meeting their legal health and safety obligations.

This being a requirement under the Management of Health and Safety Regulations 1999 Regulation 7, any employer who has not done this is in breach of their statutory duty under Health and Safety Legislation and therefore becomes liable to criminal prosecution.

SafetyNet™ Process

Your Health and Safety advisor will focus on areas such as WAH, PUWER, LOLER, dust, noise, vibration, manual handling, transport, PPE/RPE, tidiness, the working environment, and safe systems of work including the continuation of COVID-19 mitigation measures in order to comply with the relevant health and safety legislation.

They will also assess your fire prevention measures, review your current fire risk assessment, and produce a new assessment if required.

We aim to ensure that your health and safety competent person understands:

  • Their responsibilities
  • The health and safety procedures
  • The records that are required for completion and retention
  • The relevant reports necessary for forwarding to persons within your organisation and Enforcing Authorities
  • How to monitor and manage your health and safety performance to achieve a continuous cycle of compliance and rising standards
  • Current guidance from the Health and Safety Executive (HSE) for your industry to ensure your business remains compliant when relevant legislation is amended or updated

Once the consultancy days have been completed, your advisor will carry out a close-out meeting with the management team and Health and Safety competent person to discuss the findings. They will produce an action plan in order of priority. Any observations will be stored online in your WISE™ account where you can close out and record your actions. Your advisor will coach and develop the management team and Health and Safety competent person in how to maintain these records.

You will have access to your named advisor via telephone and email. Emergency telephone advice on all aspects of Health and Safety at work 365 days a year. 

What Is Included In Our SafetyNet™ Service?

  • Assigned one of our Health and Safety advisors as a single point of contact
  • Health and Safety Policy subsequently being kept up to date with changes in legislation
  • Membership certificate and Advisor CV for evidence of competent advisory service as required by Regulation 7 of the Management of Health and Safety at Work Regulations 1999
  • Premises Inspection and Workplace Audit
  • Depending on which level of service you engage with, via a series of visits by your assigned Health and Safety advisor, we will produce a health and safety report that sets out management actions, training, and statutory notice requirements.
  • Fire Risk Assessment of your premises. Focusing on areas such as but not limited to, lighting, general ventilation, lifting equipment, moving goods safely by hand, how to lift safely, assembly and packing, moving vehicles safely, lift trucks, local exhaust ventilation, electricity, portable electrical equipment & pressurised plant and systems, display screen assessments
  • Maintenance procedures and any associated equipment used and the records that need to be kept in accordance with LOLER, PUWER etc
  • Hazardous substances and fire, abrasive wheels, deliveries and visitors, loading & unloading, storage and racking
  • Fire Policy, fire drill, evacuation, muster points etc
  • Review your existing Risk and COSHH assessments and ensure they are specific to your operations covering all activities and tasks. *Specific tasks and procedures may need to be observed.
  • A review of external activities such as driving on company business, site deliveries etc
  • Training: Your health and safety competent person will be provided with either a training matrix or review existing training and assist in populating this in accordance with each job description and associated activities. They will also advise on the training required.
